Does model shoot/cast after movement or during?

Hello,

In section S-6.0 it states:

"A combatant may make a missile attack or cast a spell and still
move up to one-fourth of his normal
Movement Rate (round
up) in the same phase (i.e., during its movement-missile-spell
phase).
"

Does this mean that a model can shoot and then 1/4 move, or move part way of the 1/4 move, shoot, and then finish the 1/4 move?  Can a model shoot, then 1/4 move into base contact of another model, and then attack that model with a melee weapon?

Good questions there ;-)

In short: Yes! and Yes!

Movement is allowed in 2nd Edition for ranged combatants and spell users during the first phase of their turn. The 1/4 movement was explicitly allowed to make better use of tabletop terrain. Imagine the following typical situation: 

A ranged combatant quickly steps out of cover to place a shot just to fall back and return to the safety of the building wall.

This action is executed exactly as you described. The player expends part of the available 1/4 movement rate to step into the open, then places the shot and uses the remaining MR to get back into safety. 

The second situation you described is a variation to the example given in "S-6.3 Weapon in Use" and should follow the same logic.
 
"If a combatant has more than one weapon, only one weapon can
be used each phase. However, it can be any weapon that the combatant
has and the weapon used can change each phase." 

Even though this makes models who are equally capable with ranged and melee weapons very deadly, it may prove disastrous to a ranged fighter with a flimsy knife and a low melee attack. Even though he can engage into melee combat, his opponent's counter attack may still kill him in the process.
(That happened more than once ;-) )

Thanks for the reply.  I like the 'pop out of cover, fire, and pop back in cover' mechanic.  It makes archers in low model count games much more survivable.

The shoot then melee is also interesting. It does a good job of simulating the 'elven hero in popular movie franchise' style of combat.
